Rockland Road

The Rockland Road project is currently in the final detailed design phase.  The project is currently being let by the Illinois Department of Transportation (IDOT) with plans going out to bidders in late March and bids being opened on April 26, 2019.  The following is an overview of the project and anticipated schedule.  A project information meeting where the plans will be available for the public to view is anticipated to be held in early summer 2019.

Project Overview

  • Reconstruction of Rockland Road from Prairie Avenue to Riverside Drive - New full depth pavement with concrete curb and gutter
  • Resurfacing from Milwaukee Avenue (IL Route 21) to Prairie Avenue and Riverside  Drive to the Des Plaines River bridge
  • Replacement of water main from Second Avenue to the Des Plaines River
  • Replacement and upsizing of storm sewer from Prairie Avenue to Des Plaines River
  • Additional sanitary sewer installation from Seventh Avenue to the Riverside Drive
  • Full sidewalk replacement from Prairie Avenue to Riverside Drive  
  • Driveways will be reconstructed using same materials as existing (asphalt, concrete, or pavers)
  • Parkways will be restored with topsoil and sod

Construction Schedule and Staging

Construction Contract Bid Opening: April 26, 2019
Spring and Summer 2019
  • Utility work – daily lane closures, with flaggers, may be required
Summer and Fall 2019
  • Stage 1 Construction - Water main from Seventh Avenue to the Des Plaines River installed under daily lane closures, with flaggers.
  • Stage 2 Construction – Remaining water main, storm sewer and sanitary sewer installation.  Rockland Road will be reduced to one lane, eastbound.  Westbound traffic detoured using St. Mary’s Road to IL Route 176 and Milwaukee Avenue (IL Route 21)
Winter 2019/2020
  • Utility relocation may continue
  • Westbound lane re-opened
  • No permanent lane closures
Spring 2020
  • Start of Roadway Reconstruction including the Libertyville Township section of Rockland Road from the Des Plaines River to St. Mary’s Road)
  • Rockland Road will be reduced to one lane, eastbound between St. Mary’s Road and IL Route 21 (traffic detoured at St. Mary’s Road)
  • Stage 3 Construction – Construction of permanent pavement with concrete curb and gutter for eastbound lane of Rockland Road including sidewalks and driveways
  • Stage 4 Construction – Construction of permanent pavement with concrete curb and gutter for westbound lane of Rockland Road including sidewalks and driveways
  • Construction anticipated to be completed by end of October 2020

Future Rockland Bridge Replacement Project

Replacement of the bridge carrying Rockland Road over the Des Plaines River will be part of a future project.  The Village and Township have selected a consulting engineering firm to perform the Phase I Engineering (planning stage).  The start of this work is pending IDOT’s approval of the engineering contract.  It is currently anticipated that the replacement of the bridge will occur no sooner than 2022 and possibly not until 2023.
