The Community Development Department is led by
John Spoden, Director of Community Development, AICP, and is committed to providing the best land development within the Village as well as the health, safety and general welfare of our residents and businesses. The Department is responsible for the multitude of aspects of private development in the Village. These include long term planning, zoning, economic development, aesthetics, property maintenance enforcement, plan review, construction inspection, and building occupancy for compliance with Village Codes and Ordinances. The Department is comprised of the Building, Planning and Economic Development Divisions.
The
Building Division is responsible for the plan review, permits, and inspections for construction projects as well as compliance of the Building and Zoning Code. These projects range from large commercial buildings to residential fences. The Building Division is the Staff Liaison for the Electrical Commission as well as testing and licensing of electrical contractors.
The
Planning Division is responsible for the long range planning, zoning, planned land use development, economic development, and meeting the Village established guidelines for the appearance of commercial and industrial properties including facades, landscaping and signs. The Planning Division provides Staff support to the
Plan Commission/Zoning Board of Appeals and

The
Economic Development Division is responsible for providing support to the business community and preserving the Village’s tax base through programs aimed at business retention, business attraction, business district improvements, and promotion of the Shop Libertyville campaign. The Economic Development Division is the staff liaison to the
Economic Development Commission.
