High Five Business Grant

Program Description:  The High-Five grant is funded by the Village of Libertyville through the federal American Rescue Plan Act (ARPA).  The grant is intended to help offset the impact of the COVID-19 pandemic by reimbursing local businesses for certain expenses not previously reimbursed by other pandemic related grants or forgivable loan programs.  Grants will be awarded in the amount of $1000 per eligible application.  Applications will be reviewed upon receipt and funds dispersed by check within 60-days of application based on funding availability.  Applications will not be considered after October 15, 2021 unless otherwise announced.  During the initial 30-day period following application opening, funds will be prioritized to business applicants which have walk-in traffic*, are in commercial zoning districts*, and have not received other grant sources. During this 30-day period 25% of funds will be reserved for businesses which are a majority (51%+) woman or minority owned.  The Village Board has allocated $200,000 to the program as of August 2021.  Funds are forthcoming from the State of Illinois through ARPA.  Up to 200 eligible businesses may receive a $1000 grant.

*Walk-In Traffic Generators:  Commercially zoned businesses that generate and depend upon walk-in traffic. Walk-in businesses shall include, but are not limited to restaurants, retail stores, personal service businesses (salons,  cleaners, tailors, etc.).  To determine if your business is zoned in a commercial district (C-1, C-2, C-3, C-4 or C-5), view the zoning map.

Program Eligibility:  A business shall be eligible for the High-Five grant program if it meets the following criteria:

    The business must have existed, applied for occupancy, or applied for tenant build-out on or before March 11, 2020

    The business must have more than one employee on payroll

    The business must still be in operation within Libertyville municipal borders

    The business must not have a recent or pending bankruptcy or foreclosure at the time of application

    The business may not be a franchise business, home-based operation, professional office, insurance, or medical business

    The business must be in good standing with Village fees and permits at the time of application

Reimbursable Expenses:  The following are examples of eligible expenses, others may be considered if consistent with the examples, should funding be available.

A.    Reimbursement for any PPE, air filtration or sanitary/safety equipment purchased for the business

B.    Temporary or permanent alterations made to the businesses to address the health effects and allow for safe business operations as a result of the COVID-19 pandemic. These could include, but are not limited to:

a.    Social distancing improvement purchase, construction and designs, such as lobby partitions or partitions between booths

b.    Outdoor seating area furniture purchase or rental, including tents, heater, furniture, etc.

c.    Modifications to add or expand pick-up or delivery services

d.    Technology improvements to modify services (POS, website ordering platforms, delivery service registrations, etc)

e.    Touchless plumbing Expenses required to adjust facility/operations for product or service line changes due to temporary change in customer habits/needs (actual product cost not eligible)

C.    Fixed cost replacement due to closure or reduced hours of the business on account of COVID-19. Examples of these types of costs include, but are not limited to:

a.    Maintenance costs to preserve condition of property while business was closed

b.    Loss prevention services

c.    Utility services paid while the business was not in operation or operating under reduced hours due to COVID-19

D.    Spoiled Inventory
